Abstract Students in tertiary institutions all over the world especially in Nigeria view learning from different perspectives using different modes and means. These perceptions are often influenced by the environment and resources available for learning. These resources may be both human, machine, technological tools/devices and physical facilities available. In this decade teaching and learning are undergoing revolutionary changes as a result of technological changes and influences altering the pattern of learning in the twenty first century. Mobile learning or m-learning is flexible education via the internet or network using personal mobile devices allowing students access to education anywhere, anytime. (webopedia.com 2018). A very high performance level is needed from members of academic staff for teaching and learning to be effective and efficient especially in this digital age. The study examined the Tertiary Students perception of the use of mobile learning in teaching and learning in Delta North Senatorial District. The descriptive survey research design was adopted for the study. Two research questions guided the study. The population of the study comprised of 112 undergraduate students of Delta state University in affiliation with College of Education, Agbor final year students. A purposive sampling technique was used to select the number of students. A structured questionnaire, interview and focus group discussion are instruments for data collection. Data from the questionnaire were analyzed using spss statical package to find the mean rating scores and standard deviation, while the interview and focus group discussion were analyzed qualitatively. The result of the findings revealed that students perceived that lecturers who combine face to face i.e traditional and online method of teaching/learning are more efficient with a mean score of 3.31 and standard deviation of .771.

Abstract The Association for Digital Education and Communica-
tions, Technology (ADECT) is an international organiza-
tion in Nigeria that promotes the application of information
and communication technology in education, instructional
design, and the development of a systematic approach to
learning (www.?adect.?org.?ng). ADECT also advocates for
the improvement of instructional delivery systems and
educational technology. The Association for Educational
Communications and Technology (AECT), as a major pro-
fessional organization in the field of Educational Technol-
ogy with diverse memberships around the globe, has a long
history of promoting and facilitating collaborative research
efforts among its members on the international stage. The
AECT International Division with a mission to facilitate
communications and interactions that transcend interna-
tional boundaries and cultural lines, is promoting scholarly
collaborations worldwide. To promote innovative research
globally, ADECT and the International Division of AECT
have collaborated to sponsor this special section of Tech-
Trends with the theme, “Digital Technology for a Borderless
World: Innovative Educators in Practice.”
After the diligent work of our authors and our review-
ers, we are very pleased to present three articles in this spe-
cial section. In the first article, Student Perception of the
Computer-Based Tests in the Use of English” Programme
in Nigerian Universities, Philomina Akudo Agbo and other

Abstract The Emergency remote teaching birthed by the Covid-19 pandemic situation, heralded an
unprecedented school closure consequently widening already existing educational access gap.
This turbulent situation represented a very difficult and traumatic time for both teachers,
students and parents. This research is a Case Study on Delta State University, Agbor
Education students in affiliation with College of Education, Agbor. Delta State Nigeria. The
Sample population is one hundred and eighty-four (184), which comprised of thirty (30)
management team members, one hundred and thirty-six (136) lecturers and eighteen (18)
students used for a focus group discussion. The selection criteria for the sample population
were both purposive and interpretative i n design. The research examined and told the story of
an Institution’s emergency remote teaching experience during the covid -19 pandemic crisis.
There was no policy guide/handbook to guide the process. Since the ERT terrain was novel,
stakeholders were innovative and proactive to meet the demand of the strange times. The
theory of constraint (TOC) was used as a guide to explain the constraints on ground and
guide actions taken in the course of the research. High cost of procuring digital tools,
electricity outages and poor internet connectivity were highlighted as constraining factors for
institutions teaching online. It is recommended that an emergency educational response team
with a special Trust fund be put in place in institutions to act in times of crisis.

Abstract The paper examines Teacher Education in Nigeria and the emerging technologies in the 21 st century
classroom. The concepts; emerging technologies, teacher education, and the roles of teachers in the 21 st
century classroom were analyzed. Availability, Accessibility and Competency were discussed in the light of
the emerging technologies as an instructional mode in the classroom. This is an opinion based paper. It
was concluded that the 21 st century classroom requires a prepared teacher with an emerging technology-
compliance and the right frame of mind. It was recommended among others; government’s policies and
legislative approaches that will support in practical terms availability, accessibility and professional
development be formulated and implemented to ensure competency and motivation as well as monitoring
and evaluation framework.

Abstract Management and maintenance of physical facilities are ladders for climbing and achieving quality
assurance in Higher Education in the 21 st Century. This paper reviewed literature on the management and
maintenance of physical facilities for quality assurance in Higher Education in the 21 st century with the aim
of accessing its implication for the academic growth and sustainability of institutions. Significantly, the
administration and maintenance of physical facilities in higher education are very important to the economic
and academic growth of the educational system. They are ranked among the determining factors of
success in the school system. This study looked at maintenance culture in tertiary schools, innovative
methods of plant maintenance and renewal in higher education as well as the benefits of maintaining
school physical facilities. It is important that the habit of maintaining existing physical facilities be learned
by school heads and transferred to the subordinates and students as a sustaining force and vehicle for
retaining equipment and facilities in their original condition of completeness and aesthetics.
