education for self-reliance is approached by examining the meaning and forms of trade unions i
tertiary institutions. The reasons why workers join trade unions. the effect and implication on
academic programmes were highlighted. Trade wnionism and quality education for self-reliancs
were discussed while few recommendations were made.

Abstract In recognition of its globally proven importance, Information and Communication Technology (ICT) has been integrated into the educational system of Nigeria starting from the Basic Education level. Basic Education is a strategic subsector of Nigeria’s educational system because it holds the potential for 9 year free, compulsory and uninterrupted education for the Nigerian Child in line with the Education for all (EFA) goals. Hence important basic knowledge and skills in relevant subject areas have been built into the Basic Education Curriculum (BEC). The revised 9-year basic education curriculum has explicit information and technology (IT) components for primary 1-6 pupils and Junior Secondary School (JSS) 1-3 students. However current studies in various parts of Nigeria have shown that the teaching, learning and use of ICT at the Basic education level is still very low. Inadequate training of the Basic Education teacher in ICT skills has been identified among other leading factors, as responsible for the poor teaching, learning and use of ICT in the schools. This paper surveyed the ICT component of the content and method of instruction embedded in the curriculum (i.e. the Nigeria Certificate in Education (NCE) minimum standards) for the training of Basic Education teachers, so as to ascertain the extent to which they had opportunity to acquire the ICT skills required at the level they are prepared to teach. This paper compared the ICT skills specified to be acquired by Basic Education learners and that integrated into the NCE, minimum standards which showed that the later provided enough opportunity for teacher trainees to acquire sufficient ICT skills. Curriculum package usually specify minimum standards for learners undergoing a particular programme of study. Achievement of the objectives of the curriculum by the programme participants is weighed against the minimum standards. This paper explored the specific ICT skills which a Basic Education graduate should possess, so as to live effectively in the modern ICT driven society as expected. The national policy (6th edition) emphasised that information technology training shall be incorporated into all teacher training programmes. Teacher educators who train the basic education teachers should be ICT trained also. In this vein, the National Commission for Colleges of Education (NCCE) has also specified the minimum ICT standards which the teacher educators should possess so as to train the Basic education teachers effectively,. This paper described succinctly the ICT standards for the teacher educators and compared them with the ICT skill to be acquired from the NCE minimum standards, by Basic education teachers. The ICT standards for teacher educators prepared by NCCE is sufficient to enable them to train the Basic Education teachers in ICT skill curriculum specifies implementation strategies drawn from policy statements, which includes activities of stakeholders and conditions under which objectives are achieved. This paper entails to discuss the policy provisions for the acquisition of adequate ICT skills by prospective basic education teachers. Finally, the challenges and prospects of translating the curricular provisions into a practical reality that will enable the optimal acquisition of ICT skills by Basic Education teacher trainees are outlined in this paper. The paper concluded that the policy and curricular provisions for the integration of ICT into the training of Basic Education teachers are adequate and presented practical tips to make their implementation a reality in the Colleges.

Abstract Students’ absenteeism from lectures in tertiary institutions is a universal phenomenon which
apparently transcends beyond countries, institutions and course disciplines. This study explored the
views of 156 students from Colleges of Education, Polytechnic and Universities from Delta and Edo
States on the reasons for their absenteeism from lectures. A survey research design and a 20-item
Likert questionnaire were used to collect data. Data was analyzed using SPSS-23 computer package.
The results showed the following, as strong reasons for absenteeism from lectures.
•
Poor students’ personal dispositions (e.g., laziness/lack of self-motivation to study, X = 3.13:
emotional trauma, X = 3.13).
•
Societal problems (e.g. dependence on examination mal-practice and bribery for success in
examinations, X = 3.12).
• Health Issues (e.g., Sickness/weakness, X = 3.09).
• Lecturer-factors (e.g., boring teaching methods X = 3.04).
• Peer pressure, (e.g., distracting peer influences X = 3.03).
? Poverty related factors (e.g., hunger and lack of food X = 2.80).
? Environmental factors (e.g., availability of the course materials in the library/internet sources X
= 2.64).
The results further suggested that gender and age-range of students had no influence on their views.
Recommendations are based on comprehensive ideas that are humanistic, technical and employ digital
technology.

Abstract The development of any nation is anchored on the development of its human
capital. The commitment of the NIGERIA government to the restructuring and
effective implementation of adult education programmes would go a long way in
affecting national development the paper examines the need for social re-
orientation of the NIGERIA adult citizen order to foster positive values that would
contribute to the development of a life recommendation. Which include among
others that the NIGERIA government should mobilize adequate human and

Abstract This study was undertaken to provide answer (s) to the general question: to what
extent are secondary school teachers utilized in carrying out their primary
assignments in Ika South and Ika North East Local Government Area of Delta
State.
Five research questions were raised to provide answer to the general question.
Three instruments were used. These were administered to 321 subjects from
twenty schools including the executive Secretary, Ministry of Education, Asaba.
Simple percentages were used for data analysis. The findings:
i.
The majority of teachers deployed to secondary schools were qualified
but more qualified once are deployed to urban center,
ii. Teachers were unevenly distributed in the subject areas,
iii. There are more female in urban school than in rural school,
iv. Majority of teachers were optimally utilized in terms of work load,
administrative duties and extra curriculum activities
v.
The stability of teachers in the job was affect by such factors as poor
salary, transportation, lack of accommodation, other job opportunities,
too much work load, poor conditions of services and poor societal image,
In view of the above findings several recommendation were made.

Abstract The success of any transformation agenda in a country like Nigeria depends on
Human Capital Development. The National Policy on Education (2004)
acknowledges education as a veritable tool for national development transformation.
Teachers are the 'key' in knowledge delivery in this sector. Hence, the need for quality
teachers whose products are expected to bring about this transformation need to re-
iterated. This study examined the availability and utilization of learning resources as
indicated in the performance of the presidential Committee on Needs Assessment in
the Colleges of Education in Delta State. Three research questions were raised. The
descriptive survey design was adopted. The stratified random sampling technique
was used to poll a sample to 203 respondents consisting of Heads of Department and
lecturers, from the three state-owned Colleges of Education. These filled and
returned and questionnaires. The test-retest method was used to ascertain the
reliability of the instrument with a coefficient of 0.79 internal consistency as analyzed
using the Cronbach Alfa ( ? ¿ . Data were analyzed using percentage and frequency
tables. Result showed that lecturers have requisite academic qualification but were
deficient in skills needed to man Learning Resources (LR). LR were not available in
the right mix and was grossly inadequate. Available resources was over stretched
beyond carrying capacity. These may negate the aim of producing transformative
world class teachers and institution by 2015. Hence there will be need to reform
trainee education by upgrading the entry qualification of candidate to five credits at
a sitting, providing modern state the arts learning resources, periodic training and
training of academic staffs among others to promote national transformation.

Abstract This study investigated the level of corruption in the Institutions of higher learning
and the attendant negative impact on research in Delta State. The sample of 200
lecturers from four tertiary institutions filled and returned the questionnaires. The
test/retest measure was used to ascertain the reliability of the instrument with a
coefficient of 0.84 internal consistency when the results were analyzed using
Cronbach Alfa (a). Analysis of data was carried out using means scores, frequency
counts and ranking. The study found that they was wide spread corruption in tertiary
institutions in the Delta State. This is the evidence in management of finance/grants
for research. School budget allocation and utilization were not free from corrupt
tendencies. In accessing grants, corrupt practices like briberies and payoffs,
embezzlement, criteria bypass, academic fraud, favouritism, 'pork barrel',
mismanagement etc. posed as stumbling blocks. It also find out that administrative
bottlenecks further hindered access to research grants. All these impacted negatively
on access, equity, quality and creditability of researches carried out in tertiary
institutions in the state. In chatting the way forward, recommendations made include
removing the administrative bottlenecks, discountenancing 'pork barrel' approach,
shunning unethical behavior, eradication of favoritism and nepotism, adopting
internal and external audit capacity and control.

Abstract Moral education is the bed rock of good governance and national development. The prosperity of the nation depend on the moral disposition of its members. Educated men with very low degree of morality are the greatest obstacles to the development of their own country it is against this backdrop that a discussion on moral education has become imperative especially in the light of the current state of inertia to which the Nigeria nation has been reduced. This paper therefore, examined the concept of moral education, the educated men, Nigeria society and unpatriotic acts, good governance and the citizens’ prospective and finally gave some far reaching suggestion capable of restoring the pride and dignity of Nigeria and Nigerians.

Abstract The principal is the head teacher of the secondary school system he is the leader of
the teachers as he is both the administrative head and instructional leader of his
school who harnesses the human and material resources of the school to make for
improve academic performance. School principal have a great influence on the
quality of schools because of the principals impact on the quality of secondary school
education, much is expected of them in their capacity as professional in assuring
quality in today’s secondary school. Hence, this paper examined it orthodox and
changing roles in contemporary time in assuring quality in today secondary school,
considering the input, process, output dimension. To chat the way forward in
achieving quality secondary school education, effort should be made by the
government and private school to offer appropriate conditions for the retention of
experience principals, comprehensive programme of professional development,
training and management required pedagogical term-work amongst educational
authors involved, for optimal principal/teacher relationship and for the transformation
of schools into effective learning community amongst others.
